City Charter, Ordinances, and Rules


The City of Albuquerque has a City Charter, Ordinances, Rules and Regulations, and Administrative Instructions.  The City Charter is the basic governing document, equivalent to a constitution.  Ordinances are laws, and City officials are legally required to comply with them.  Rules, regulations, and administrative instructions are also part of the City's laws.  The "employment contract" of City employees is comprised of the ordinances, rules and regulations, and for those employees in a recognized bargaining unit, the collective bargaining agreement (also called a "union contract").
